reason number 1 i could never live here long-term

does knowing about something mean you're obligated to act? I know i cannot save every animal in Korea, and if I thought about all of them I'd had some kind of a breakdown. I have already saved my darling Pippi, and the two pups. but now I've seen a wee kitty down the road, who is always chained up outside, and it yells at night time, and it looks very underfed and unloved.
Is it bad to assume that just because it's chained up, it is not being looked after? Am I jumping to conclusions? its hard to tell. while there is a general apathy towards animals here, there are of course some animal owners who do value their pets and who love them, instead of seeing them as accessories. Man, Paris Hilton has a lot to answer for, these S.Korean women sure love their tiny handbag dogs, in a "its a cute accessory and not a real animal" kind of a way.
OK where was I? oh yes. so maybe this cat is just being tied up to stop it from wandering, or getting pregnant, or getting stolen and then eaten.
I've visited it a few times and taken it milk and cat biscuits. but i don't think there is much more I can do. I cant go marching in there and order its owner to treat in better. I think the only thing I can do is take it treats.
and then there are the two dogs down the road outside the restaurant, I have high suspicions they will soon be on the menu..... they look like the kind of dogs that boshintang restaurants use.
